Ha Noi Book Festival attracts people of all ages

Themed “Books and Heritage”, this year’s festival was among the capital’s key events to celebrate the 61st anniversary of Ha Noi’s Liberation (October 10, 1954).

In his remarks at the festival’s launching ceremony on the same day, Deputy Minister of Information and Communications Truong Minh Tuan said the literary event aimed to contribute to a strategy for the development of a reading culture in Viet Nam that the ministry has been implementing.

The Deputy Minister hoped Ha Noi and other provinces nationwide would pay greater attention to developing a reading culture among communities and that more book events would be held for not only readers but also writers and publishers to exchange ideas and promote their work.

Different sections were organised for calligraphy writing, book colouring, and “ca tru” and “chau van” singing while dozens of panel discussions and talks between readers, authors and book researchers were also hosted on the sidelines of the event.

The organiser is collecting book donations during the week-long festival, which runs through October 5. The donated books will be presented to schools in mountainous communes and naval soldiers on Truong Sa and Ly Son Islands.

Mu Cang Chai in autumn

Terraced rice fields in harvest season in Mu Cang Chai

The early morning in Mu Cang Chai is quite comfortable thanks to some rain the earlier night. Breakfast at a bistro that serves noodles with wild goose, salted bamboo sprout and chili costs VND20,000 (less than US$1) per bowl. Hot breakfast is ideal for starting a journey.

Tourists are recommended to hire motorbikes to get to La Pan Tan Commune, around 20 kilometers from the district center.

Along the road which winds around the mountain, one can see splendid terraced rice fields with many layers and small houses where local people stock rice before taking it home. Mong ethnic women walk along the road with needles in their hands to embroider their skirts.

A local tour guide named Tien says women in Mu Cang Chai usually make skirts in spare time. “It takes almost a year to finish a handmade skirt. Although the colorful skirts look rudimentary, ethnic women need a lot of energy and time to produce them,” he said.

Local people make clothes for their own use, not for sale, because a handmade skirt costs several million Vietnamese dong, much higher than those colorful skirts imported from China, which cost less than VND100,000 each.

On the road to La Pan Tan, tourists might see children smiling brightly and waving to them, and young women smiling back when cameras are pointed towards them.

Some travelers might give money to kids there in anticipation of preventing them from quitting school but this is not recommended. Confectionery, dairy products and clothes, among others, should be given instead.

First-time visitors might be surprised when seeing pumpkin gardens on the roofs of ethnic people’s homes.

In La Pan Tan, no word could be used to describe the beauty of the terraced rice fields in yellow in harvest season.

For most travelers, the best time to visit Mu Cang Chai is October. Tourists should take a coach at My Dinh station in Ha Noi for a 300-kilometer ride to Mu Cang Chai. Certain local youths prefer biking from Ha Noi to Yen Bai’s Nghia Lo District and Tu Le Commune in Van Chan District before reaching Mu Cang Chai.

Survey finds most Vietnamese want to legally gamble at home

With the debate over whether Vietnamese punters should be permitted to gamble at home still ongoing and no progress has been made in the past year, an institute has conducted a survey to see if locals really want to be allowed to enter casinos in the country.

The survey concludes with a relatively positive result, as it shows that most of the 305 people polled approve of allowing local bettors to try their luck at home instead of going to Cambodia, the Institute of Regional Sustainable Development (IRSD) said at a conference in Hanoi on Wednesday.

There are now only eight licensed casinos in the Southeast Asian country, where merely foreign punters or foreign passport holders are allowed to enter.

The Ministry of Finance has proposed allowing Vietnamese residents to gamble at home as long as they are above 21 years of age and have adequate financial ability.

The IRSD asked the respondents to give their feedback on such a proposition, and found that 47.8 percent totally agree that Vietnamese should also be allowed to enter casinos in the country without any conditions, whereas 29.3 percent said they must meet some requirements to get the access.

The idea of allowing local bettors to gamble at home was objected to by 16.6 percent of the respondents, while 6.3 percent ticked the “Other” box.

Seventy-two percent of those who back the proposition of allowing Vietnamese to gamble at home said a casino is just a place of entertainment and there is no reason to ban locals from going there.

Twenty-three percent said going to gambling houses is the right of everyone.

Twenty-three percent of the proposal backers said Vietnamese punters can help contribute tax revenue to the state budget, and 17.7 percent believed local gamblers would no longer lose money to overseas casinos once they could play at home.

On the other hand, the naysayers said casinos may result in higher rates of social disorder, violence and crime.

The IRSD, under the Vietnam Academy of Social Sciences, told the Wednesday conference that the gaming business is contributing a great amount to the state coffers and the tax revenue it generates will be even bigger if local bettors are allowed to take part.

The eight legal gambling houses in the country last year posted a revenue of VND1.37 trillion (US$61.56 million), while Vietnamese punters are losing money to illegal bookmakers or casinos in Cambodia, Singapore or Macau, according to the institute.

There are 57 casinos in Cambodia, 25 of which are located close to the border with the southern Vietnamese province of Tay Ninh, the IRSD said.

There is an average of 200 Vietnamese people crossing the border in Tay Ninh to enter Cambodia for gambling on a daily basis, and up to 800 on weekends, who mostly contribute to the $250 million annual gaming revenue of that country, according to the institute.

Dr. Nguyen Dinh Chuc, deputy head of the Vietnam Academy of Social Sciences, said Vietnam should permit locals to enter casinos and learn from the experience of Singapore to effectively manage these gamblers.

Adam Sitkoff, executive director of the AmCham Vietnam office in Hanoi, said Vietnam should consider opening the door to locals, adding American investors are very interested in taking part in the gaming sector.

Sitkoff said the best way to effectively manage casino operations is to legalize them, as proven by more than 1,000 casinos in the U.S.

But it remains a long way to go for Vietnamese punters to be allowed to gamble at home.

An official from the Ministry of Finance told Tuoi Tre (Youth) newspaper on Wednesday the ministry is still learning from the experience of other countries to improve its proposal.

Five markets in Saigon especially loved by foreign tourists

Ben Thanh Market

Five markets in Saigon especially loved by foreign tourists

The market is a well-known icon for long-time dwellers in HCM City as well as visitors to the country’s most bustling hub. Located downtown amid an abundance of tourist facilities, restaurants and shopping streets, Ben Thanh Market offers visitors all they need. At the market, one can find everything from everyday food to souvenirs symbolic of all regions of the country.

If you have no chance for a long stay in the city, a walk along Ben Thanh night market can give you a better understanding of the lifestyle and food culture of local people. The miniature Saigon at Ben Thanh Market at night can fully meet visitors’ demand for traditional food and shopping.

Binh Tay Market – a giant grocery shop

Five markets in Saigon especially loved by foreign tourists

Binh Tay Market is the central market of Cho Lon, the Chinese district in Saigon. A mix of French and Chinese architecture, this market, built in 1928, is the largest in Ho Chi Minh City, spanning four blocks.

The new market was built by a Chinese businessman after the old location burned to the ground. A memorial to the founder is still present today. Located in HCMC’s Chinatown area, Binh Tay Market is less visited and far less tourist-infested than iconic Ben Thanh Market in central Saigon.

Divided into sections, the market has something for everyone. Pick up kitchenware, cloth, candied goods, plastic gimcracks, whatnots, plus a whole lot more. Don’t expect the hard sales pitch at Binh Tay. For every vendor doing math on a portable calculator, chances are good there’s another snoozing away in a hastily erected hammock.

Dan Sinh – market of military memorabilia

Also known as the War Surplus Market, this is the place for authentic combat boots or rusty dog tags, among the hardware stalls. There are also handy gas masks, field stretchers, rain gear, mosquito nets, canteens, duffel bags, ponchos, boots and flak jackets.

Ho Thi Ky market

Five markets in Saigon especially loved by foreign tourists

Ho Thi Ky is considered the biggest flower market in HCMC. It is a hotspot from 11 p.m. until 6 a.m. the next morning with dozens of trucks rushing to the market with thousands of flower-boxes from Hanoi and Dalat cities. Some flowers are also imported from Japan, Thailand and China.

The market, located on Ho Thi Ky Street in District 10, sells varieties such as the rose, daisy, orchid, lily, salem, mimosa, sunflower, lotus as well as wild flowers. Apart from fresh flowers, the market also features baskets and vases made from bamboo or ceramics as well as flower arranging services.

The market has about 100 trading households with about 5-7 workers each. On normal days, the market receives about 1,000 flower boxes with each box holding 150 flower bouquets, but in the holiday season like now, the market receives 2,000 to 3,000 flower boxes.

Saigon Square

Five markets in Saigon especially loved by foreign tourists

The famed “Russian Market,” located in District 1 between Ben Thanh market and the Saigon Opera House, is a mecca of fashion boutiques and designer knock-offs. The sprawling complex has almost everything the modern Vietnamese or expat needs to live in relative luxury in Vietnam from jewelry and watches to bags and jeans.

Like most places in Vietnam, Saigon Square is roughly divided into sections each offering a specific type of good. Outside the main entrance are shoe vendors and other miscellaneous shops. The recently-added South wing is full of bag shops and a few shirt vendors. The main complex, meanwhile, is divided into two floors with a mixture of vendors, though the top floor focuses more on clothing.

Whether you’re in a shopping mood or not, however, Saigon Square is worth a visit just for the experience. Crowded and bustling, Saigon Square has the claustrophobic yet energetic feel of Ben Thanh market and a hundred other Vietnamese markets. But the sleek, bright complex with giant Japanese air conditioning machines blasting from every corner gives it the feel of a budding modern shopping mall. An amalgam of old and new, Saigon Square is in many ways a bridge between traditional and modern Vietnam.
